Purpose of the working paper. The purpose of this working paper is to provide a guideline on conducting an audit of the Annual Performance

Planning process for departments, constitutional institutions and public entities in South Africa.

Audit objectives for the working paper. 

  1. To ensure that the organization has an adequately documented and approved Annual Performance plan which outlines the outputs (pre-conditions) towards the realization of the outcomes and impact statements reflected in the Strategic Plan
  2. To ensure that the Annual Performance plan covers the core contents as prescribed by the relevant legislative requirements
  3. To ensure that Program managers sign off on the contents of the Annual Performance Plan
  4. To ensure that the Annual Performance Plan (new and / or revised) is submitted to and tabled at the relevant authorities timeously
  5. To ensure that the Annual Performance plan is shared with all the stakeholders and published on the institution's website
  6. To ensure that there is adequate monitoring of and reporting on the Annual Performance plan
